In his role as President, Mike supports the Solterra team in strategic guidance and operational oversight ensuring that the team has the resources necessary to support our customers. Mike has nearly 20 years of experience with Solterra’s parent company, Sunland, and has worked in various operational roles.
Mike has experience in a wide range of projects including private, DOT, FAA and race tracks and is actively involved in various committees of the AGC and NAPA.
With 26 years in the construction industry, Gary leads quality control operations at Solterra’s lab, overseeing asphalt mix designs and daily testing across three plants. He began his career at Western Technologies, gaining expertise in concrete, soils, and asphalt testing. He holds a master’s from Phil Feliz’s Academy of Asphalt and is an active member of Arizona Technical Testing Institute (ATTI) and the American Concrete Institute (ACI). Gary maintains various certifications such as the ATTI Asphalt, Field & Soils, and the ACI Strength, Field, Laboratory, Level 1, and Level 2 Aggregate Testing.
James is a results-driven and customer service-oriented Construction Materials Professional with over 30 years of experience in sales, dispatch, and logistics. He is highly skilled in aggregates and asphalt dispatch, utilizing platforms such as JWS, BMG, along with Apex and XBE software. James excels in raw materials purchasing, including specialized products like rubberized asphalt. He is internally motivated by technical challenges and remains dedicated to delivering exceptional customer service while ensuring the profitability of the business unit. He consistently stays up to date with emerging technologies, industry best practices, and the evolving business landscape. With a strong background in logistics, James has successfully negotiated ton-haul pay systems and implemented strategies to improve haul efficiencies. He has also made significant contributions by restructuring trucker payouts and reducing standby time. Hands-on and committed, James is focused on providing competitive pricing and ensuring seamless deliveries for valued customers.

With over 26 years of experience in the construction industry, Scott Bollinger brings deep operational expertise and a hands-on leadership style to his role as General Manager of Solterra Materials. Scott began his career as a groundman, following in his father’s footsteps, and steadily advanced through key roles including Plant Manager and Operations Manager. Since joining Solterra two years ago, he has made a significant impact on safety, performance, and customer service across the organization.
Scott oversees all aspects of Solterra’s day-to-day operations, including sales, quality control, transportation, and plant performance. He is an active member of NAPA and ARPA and holds multiple industry certifications. His leadership reflects a strong commitment to continuous improvement and collaborative team success.

Sathish in his role as Technical Services Manager oversees all of Solterra Materials Quality Control functions. This includes managing Solterra Quality Control personnel and third party QC firms. Sathish has over 20 years of experience in the Arizona market as a Professional Engineer where he has performed Quality Control functions both in the field and in the laboratory. Sathish has extensive experience in Asphaltic Concrete Mix designs and is an active participant in various industry associations where he works with DOT’s, Materials Suppliers and QC firms to evaluate and develop specifications.

Dugan Dwyer is the Asphalt Sales Manager for Solterra Materials. Dugan leverages his expertise in estimating, client relations, and asphalt operations to support high-impact projects across Arizona. He holds a Bachelor of Science in Construction Management with a Business minor from Northern Arizona University and brings over ten years of industry experience, including prior tenure at Sunland. Known for his technical insight and collaborative approach, Dugan is well-positioned to lead sales initiatives, cultivate client partnerships, and drive strategic growth in the asphalt sector.
